The SILVA Network is a non-profit association concerned with higher education in Forestry. Its primary objective is to stimulate and facilitate interuniversity co-operation in the field of forestry education in Europe.

Participation of Silva Network as Observer Organisation in the Forest Europe Expert Level Meeting,

24–25 September 2025, Stockholm

As representant of the Silva Network, I had the opportunity to participate as an observer at the Forest Europe Expert Level Meeting (ELM) held in Stockholm on 24–25 September 2025. The meeting gathered Signatories and Observers to address key strategic priorities for the Forest Europe process.

The primary themes included ensuring the long-term institutional and financial sustainability of Forest Europe, with discussions focusing on alternative financing models and proposals for a more stable organizational structure. Particular attention was given to establishing a reliable multi-donor trust fund and exploring options for a permanent or semi-permanent secretariat to strengthen continuity and capacity.

Another central topic was the preparation of the State of Europe’s Forests 2025 report. The European Forest Institute (EFI) presented an update on the structure, content, and policy relevance of the report, including draft conclusions for policymakers. Liaison Unit Sweden also outlined a comprehensive communication and launch plan, culminating in the official release event scheduled for 9 December 2025 in Brussels.

The ELM also featured brainstorming sessions on advancing Sustainable Forest Management (SFM) criteria and indicators, integrating the forest-based bioeconomy, and improving data harmonization and reporting across countries. The importance of the Forest Europe process remaining a relevant, inclusive, and adaptable platform in light of current geopolitical and environmental challenges was emphasized throughout.

The Silva Network acknowledges the vital role of Forest Europe in European forest policy dialogue and supports continued collaboration to ensure knowledge-based and sustainable forestry education and practice across Europe.
